First name Last name Email Submit RECURSOS PARA INQUILINOS Deed-restricted homeownership is a tool for maintaining long term affordability for local workforce where legal covenants are recorded in a document called a “deed” which places restrictions on the home’s resale price, buyer qualification, and use of the home. Purchasing a deed restricted home offers access to the benefits of homeownership where the median house price is out of reach for the majority of community residents. Unlike paying rent, deed restricted homeownership can build equity through the value of your downpayment, monthly principal payments, and a share of the home’s appreciated value. CHA can help you learn whether a deed restricted home is right for you, guide you through the process of getting credit ready, and support you with the qualification process. City of Salida IHP Homes For Sale CHA Community Guidelines RECURSOS PARA INQUILINOS Proof of Natural Person Copy of a driver’s license or other identification documents. Employment and/or Residency Verification Employment pay stubs or a valid written offer of local employment and an intent to accept the offer of employment for a job earning an average of 80% of income in Chaffee County. If a senior and/or disabled and not currently employed, proof of Chaffee County residency (leases, utility bills, etc.) for four years and past employment. Income Verification For wage and salary employees, most recent 3 consecutive months of paycheck stubs from each current employer. Monthly income will be determined by taking the average of all three months. Most recent 2 years of federal tax returns including W-2 and/or 1099 and, if self-employed, a Schedule C. A self-employed person must also submit a profit and loss statement for the most recent year and other documents to determine that the job meets the 80% requirement for work within Chaffee County. For retirees and disability income, up to three months prior to occupancy of non-labor income is permitted. Asset Verification A current statement from all financial assets indicating the current balance, interest rate or annual dividend, a bank verification of all savings accounts for all adult (over 18) household members. Saving and checking accounts. Money market accounts, health saving accounts, cryptocurrency accounts, investment accounts Trust document Peer to peer accounts (Venmo, Cash App, Pay Pal, etc.) For property owned, county assessor valuation statement Loan Pre-qualification (optional) Copy of a letter from an institutional lender of the applicant’s choice demonstrating that the applicant has been pre-qualified for a specific loan amount and is financially able to purchase the unit on their own. Applicants are encouraged to investigate sources of financing prior to submitting an application. Names of institutional lenders can be obtained from the Chaffee County Housing Authority. RECURSOS PARA INQUILINOS There is more than one program in Chaffee County for affordable housing purchasing. Each is managed by a different organization. If you see a home for sale, make sure you look at which organization is selling the home. CHA is the manager for the City of Salida’s Inclusionary Housing Program (IHP). City of Salida IHP homes are priced for different income levels (up to 140% Area Median Income) and built to accommodate different household sizes (0-3 bedroom). For a City of Salida IHP home, an interested buyer must first submit a Homebuyer Eligibility Application to the CHA who will determine eligibility to purchase a deed-restricted home. The property’s deed will determine the primary qualification requirements for an applicant followed by the Chaffee Housing Authority’s Community Guidelines. Criteria to determine eligibility include the following: 1. Gross Household Income Household income maximums will be determined by the City of Salida’s Area Median Income (AMI) restriction placed on the home when approved by the City of Salida. The City of Salida Inclusionary Housing Ordinance allows for a 19% buffer between the designated AMI level and a maximum income. (For example, if the home’s AMI restriction is 120% AMI, then the maximum eligible income will be a household earning up to 139% of AMI.) Income requirements are based on both (1) gross household income and (2) number of people in the household. To identify your AMI, view the City of Salida Inclusionary Housing income guidelines here . 2. Employment In Chaffee County The City of Salida Inclusionary Housing Program requires that at least one household member must work in Chaffee County. If employed - a minimum of 30 hours per week on an annual basis or have a verifiable job offer from a Chaffee County employer. If self-employed, the applicant must provide proof of meeting the minimum hours requirement in Chaffee County demonstrated by documentation such as a professional business license, invoices, local office space lease payments, work log/appointment schedule, local client/customer log, client invoices, etc. 3. Retirees Having Retired from an Employer Based in Chaffee County. The City of Salida Inclusionary Housing Program requires that for those over age 60 who are no longer working, to be eligible, you must have maintained your sole and primary residence in Chaffee County and have earned 80% or more of your primary income from an employer or business in Chaffee County for the 4 years preceding retirement. 3. Disabled The CHA Community Guidelines require that, if disabled, a buyer must have maintained a principal place of residence in Chaffee County for a minimum of 4 consecutive years immediately preceding occupancy. 4. Assets Must Not Exceed Limits Net worth (assets minus liabilities) must not exceed three times the home’s Area Median Income (AMI) restriction as defined by Housing & Urban Development (HUD). For example, assets to purchase a home restricted to 140% AMI cannot be more than three times the household maximum income for that AMI range. Retirement accounts may be excluded from asset calculations. Buyers may not own other improved residential property(ies) in Colorado at the time of purchase. 5. Home Must Be Buyer’s Sole and Primary Residence The buyer must intend to use the home as their sole and primary residence. Annual residency compliance is conducted by the CHA. What If I Do Not Qualify? Written notification will be sent within three weeks notifying the applicant of why they were not qualified. RECURSOS PARA INQUILINOS The homebuying process for a deed restricted unit will have some additional steps. Most often, the process is triggered by a home becoming available for sale and being listed either on the CHA website, the MLS, by a developer, or all of the above. CHA will post available homes and announce upcoming home sales in our Homeowner Interest Newsletter. If you are interested in homeownership, contact the CHA to discuss your goals. RECURSOS PARA INQUILINOS CHA manages a Homebuyer Wait List for Area Median Income levels. When a complete application is received, it is added to the wait list and provided with a date and time stamp. City of Salida resident applications received within the first 10 days of a sale notice are given priority on the wait list over non-City of Salida residents per the requirements of the City of Salida IHP. When a complete application is submitted, CHA will provide written confirmation or denial of City of Salida IHP eligibility to all applicants. A letter determining homebuyer eligibility for an IPH home is valid for 60 days. If more than 60 days has passed since an approval, you will not lose your place on the waitlist. However, if a new homebuying opportunity becomes available, CHA will request updated information to verify eligibility for applicants already on the wait list. Submission of that information to CHA is required within 10 days or you risk losing your place. If you know that a new homebuying opportunity is forthcoming, you may also submit updated information in advance of CHA making a request of you. Note that if your income has changed substantially, it may change your AMI eligibility. RECURSOS PARA INQUILINOS Currently, there is not a lottery process for the City of Salida Inclusionary Housing Program. Instead, qualified homebuyers are selected by the following process: CHA will accept applications for 21 days after the initial sales notice. After 21 days, CHA will select the first three complete applications based on date and time stamp. CHA will select 1 eligible applicant, at random, to be considered as the qualified buyer. The qualified buyer will be notified in writing within 1 business day of being selected. The selected buyer will have 21 days to commit to purchase the home. The other 2 buyers will be given priority, in order of their date/time stamp, if the 1st buyer does not purchase the home. If the 1st buyer does purchase, the 2nd and 3rd qualified buyer will be placed at the top of the wait list for future opportunities. If none of the 3 selected qualified buyers commit to purchase. CHA will work down the remaining wait list to offer an opportunity for purchase. New applications will be accepted throughout the process and added to the wait list with a date/time stamp. What if ballot measure 6B fails? CHA will have to return millions of dollars of state grants making it extremely difficult for CHA to construct Jane's Place. The Board of County Commissioners could potentially form a single jurisdiction housing authority. All funds raised would need to be transferred to the new single jurisdiction housing authority. Single jurisdiction housing authorities are not subject to revenue restrictions, unlike multi-jurisdictional housing authorities. May 18, 2023 Chaffee Housing Authority forms Jane's Place Committee At its last Board of Directors meeting on May 18, 2023, the Chaffee Housing Authority (CHA) formed an ad hoc committee devoted to ensuring that Jane’s Place begins construction as soon as possible. “Establishing this Jane’s Place committee is an exciting next step that will ensure this one-of-a-kind project gets to the finish line as quickly and efficiently as possible,” said Joseph Teipel, the Committee Chair. “The folks around the table on a weekly basis represent the commitment, diversity, and collaboration that has been intrinsic to this project since day one. With phase I construction complete, we are on the path to going vertical as soon as we possibly can.” The Jane’s Place Committee has the authority to develop plans and strategies related to the financing, partnership management, funding, future operational planning, and communications for Jane’s Place. Major decisions involving fiduciary oversight will be brought to the full CHA Board for discussion and approval. The committee is taking on four key initiatives. First, the committee is overseeing, reviewing, and supporting the financing of the project. Second, the committee is working to verify documentation of all partnerships related to the project and open the lines of communications with partners. Third, the committee is creating an implementation plan to close funding gaps, including grant research and writing, individual donor requests, confirmation of naming and sponsorship opportunities, and relationship management. Finally, the committee is developing and implementing a communications plan involving regular status updates to the community and key stakeholders. The committee is documenting all key initiatives in a written action plan with who/what/when reporting timelines. In creating the committee, the CHA Board partnered with the Community Foundation and Achieve, two organizations that will occupy space as tenants in the project. Betsy Dittenber of the Community Foundation had the following comment: “We are honored to have played a role in the Jane's Place project since its inception. Serving as a critical puzzle piece in community-driven initiatives is a core part of our mission as a community foundation. - Carbonate Street | Chaffee Housing Authority
No one organization can solve the local housing crisis. Meeting it head-on will take all of us: government, the private sector, community groups, and individuals. But we believe it can be done. We think there are four steps that can provide a roadmap the Chaffee community can rally around, to make sure all our local workers, families and seniors have a safe, affordable place to call home. Because of its proximity to downtown Buena Vista, the development will be within walking distance of downtown, schools, the Arkansas River, and the South Main neighborhood. As a result, it will help solve for both parking and transportation issues in addition to providing some much needed housing to our workforce. Additionally, the town of Buena Vista will be donating land in exchange for the developer building out the core and shell of a 4600 square foot childcare space. Given the pressing need for more childcare facilities, this will be very beneficial to our community. None of this would be possible without the support of a great community partner in Fading West Development. They opened a 110,000 square foot state of the art manufacturing facility locally in November, 2021. Their location in Chaffee County ideally positions them to provide cost effective, high quality modular homes to communities across the state. Fading West’s approach also plays a critical role in allowing us to provide housing that our workforce can afford! Modular manufacturing reduces cost up to 20% versus a stick built approach. In addition, this strategy can reduce the timeline to build by more than 50%. We are really excited by this in that anything we can do to accelerate our process gets us one step closer to addressing our housing crisis. CHA entered into a special limited partnership with Fading West in July 2023. As CHA does not pay property or sales tax, the special limited partnership enables Fading West to also avoid paying taxes which helps keep rents at Midland Apartments affordable for the workforce. CHA has a Special Limited Partnership Policy. This policy creates a framework, criteria, and process for how CHA will enter into special limited partnerships. It is designed for the purpose of assisting developers that wish to construct and own affordable rental housing units. CHA is excited to enter into future special limited partnerships with other developers who wish to construct units that meet the needs identified in the 2022 CHA Housing Needs Assessment. These tax exemptions represent meaningful cost savings to a developer and can help a project achieve its affordability objectives. The Midland Apartments will serve as a template for future projects. We need to tap into every community resource we have in order to continue making progress on the housing front. The CHA is committed to continuing to bring innovative strategies to help solve for this critically important issue. EL LUGAR DE JANE CHA has partnered with Fading West Development to bring a meaningful workforce housing development to the county. This agreement will serve as a blueprint for other successful public private partnerships between CHA and other developers. The project known as Midland Apartments is located on Carbonate Street in Buena Vista. The development includes 30 studios, 24 one-bedroom units, and six two-bedroom units. All 60 units will be deed restricted at area median incomes ranging from 80%-120%.
