POSITION SUMMARY:
Are you passionate about real estate and solving the affordable housing crisis in Chaffee County? Do you want to be part of a growing organization that is seeking to add over 200 units of deed-restricted rental units to the local community over the next 10 years? The Chaffee Housing Authority (CHA) is looking for a mission-driven Real Estate Projects Manager to join the team, responsible for construction management, property management, deed restriction management, residential deed-restricted closings, real estate development, project management, and partnership/relationship management with developers. The Manager ensures that all real estate transactions are completed in alignment with the CHA’s real estate-related outcomes under its Strategic Plan.

Job Type: Full-Time, salaried, exempt
Location: Salida, Colorado
Compensation: $65,000-$80,000 per year, commensurate with experience, plus benefits

ORGANIZATION:
CHA is a quasi-governmental organization, formed in October 2020 through a joint agreement between Chaffee County, the City of Salida, and the Town of Buena Vista.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Oversee the construction of Jane’s Place, CHA’s first development project, and other future projects, including design coordination, project/schedule management, financial management, communication, lender management, granting reporting, coordination of owner’s rep and construction team, procurement, and project close-out

Be responsible for the property management of Jane’s Place and other future projects, including, marketing the units, maintaining a waitlist, conducting background checks, writing tenant leases, collecting rent, promoting a positive community culture, grant reporting, and staying abreast of landlord-tenant laws

Supervise CHA deed restriction programs, including collaboration with the jurisdiction or partner entity, homebuyer/tenant eligibility verification, real estate closings (if applicable), compliance monitoring, and annual recertification

Partner with local affordable housing developers, including, relationship management, negotiation and management of contracts and agreements, advocacy on behalf of CHA for affordable housing projects at planning commissions and council meetings of local municipalities, project management, and grant writing

Manage due diligence, pre-development activities, and preparation and submission of financing applications to lenders and grant providers for future projects

Financial management including organizational accounting, project proforma development, loan application and disbursements, and support for CHA’s bookkeeper and auditors

Experience in real estate development, including negotiation of real estate contracts/terms, and due diligence process (e.g., title, survey, appraisal, inspections, environmental phase I and II)

Excellent communication, customer service, conflict resolution, and negotiation skills

Impeccable organization, time management, and attention to detail

Strong marketing, property management, and vendor management skills

Experience in residential real estate sales and property management

Tech-savviness and proficiency in operating property management software, Google suite, virtual meetings, and document management

Knowledge of landlord-tenant laws
-
Understanding of the values and priorities outlined in the strategic plan of the CHA
-
Ability to interact and maintain effective working relationships and collaboration with the CHA Board of Directors, staff, and constituents

Practical knowledge and use of client information file retention and privacy

Experience and facility with Excel
QUALIFICATIONS:
-
Bachelor’s degree in real estate, finance, urban planning, architecture, or a related field plus a minimum of five years’ experience in real estate

Licensed real estate agent and property manager or willingness to take and pass these exams in short order
REQUIREMENTS:

Ability to work in shared spaces and travel regionally as needed with a varied schedule including some evenings

Valid driver’s license, safe driving record, current vehicle insurance and the ability to use a personal vehicle or have access to other reliable transportation for work-related travel.
